If you are going to travel to another country you may but you cannot be under Genin or under. You must have a Chuunin, Jounin, Special Jounin or some other high ranked shinobi to take you there or else you cannot go. Kages cannot take them so does Akatsuki and Anbu. These are the only shinobi that can escort you to the place you want to go to.
Please follow these rules or else you will be warned and the staff will give you a chance. If you get caught doing it twice more you will get banned and who knows when you will get unbanned by admins. Thank you.
